At the Council meeting held today, the appointment of the municipal was confirmed for the next five (5) years (2017 to 2022) after a lengthy and intensive process of finding a suitably qualified, motivated, assertive and results driven candidate

The Municipality tested the market in anticipation for the expiry of the fixed term contract for the current Municipal Manager Mr Sihle Maxwell Mbili ending on the 31st of August 2017. Having put to the test in terms of the 2014 CoGTA Regulations on the appointment of Senior Managers, Max Mbili became the top candidate.

The energetic Mbili brings wealth of experience as a seasoned administrator and public sector activist. He is the first Municipal Manager of the Ray Nkonyeni municipality and the last Municipal Manager of Hibiscus Coast Municipality.

He joined HCM as the Head of Department: Community Services in 2012, and assumed the role of Accounting Officer a year later. He started his career as an educator, and quickly moved up the ranks to become a Deputy Manager of Corporate Services at the Elangeni College FET. It was not long before he was to become the Rector of the same college, a position which he held for five years. In that time he was responsible for the strategic transformation of the college, which amongst others included the establishment of new accounting principles and systems. Both HCM and RNM Municipalities achieved the following noticeable accolades during his tenure as the Municipal Manager as a proof that he is results driven administrator:  
  • Received Clean Audit Outcome for the first time in the history of the Municipality in 2014/15 Financial year  
  • Received clean audit outcome for the Hibiscus Coast Municipality Last Financial year ended 09 August 2016  
  • Revived Airline route between Margate and OR Tambo Airport maximizing economic growth opportunities in the Region  
  • Introduced airline route between Margate and Cape Town Airport stimulating economic growth in the Region  
  • Winning R1 million prize of being the best performing medium to large Municipality in the Province of KZN in 2013  
  • Winning the prize of the best accredited level 1 Municipality in the Province of KZN 2014, 2015 and National Winner in 2015  
  • Received the Clean Administration Award by IMFO in 2016  
  • Coordinated the building of Port Shepstone Maritime Museum in partnership with Provincial Arts and Culture to the of more than R20 million  
  • Coordinated the upgrading of Port Shepstone Library in partnership with Provincial Arts and Culture to the value of more than R60 million  
  • Coordinated the building of 17 Courts known as Justice Park in partnership with National Public Works to the value more than R285 million  
  • Coordinated the allocation of R45 million for the building of Technology Hub within the Municipality  
  • Coordinated smooth transition from Ezinqoleni and HCM Municipalities to newly formed Ray Nkonyeni Municipality  
  • Winning the greenest Municipality award in the Province of KwaZulu-Natal Besides his sparkling career, he is also an accomplished scholar. After obtaining his Teacher’s Diploma, he moved on to pass his Higher Diploma in Education at SACOL College, Municipal Finance Management Certificate (MFMP) at University of Pretoria, and Honours Degree at the University of KwaZulu-Natal. He also completed an Advanced Certificate in Public and Development Management as well as a Postgraduate Diploma in Leadership and Management at the same institution. He also obtained a Master of Public Administration degree from the same institution.

    As a Public Sector Activist he serves as the Provincial Deputy Chairperson of Institute of Local Government Management (ILGM) and recently received ILGM Professional designation of Accredited Municipal Manager. Mr. Mbili is married, and they are blessed with two daughters. We wish him well in his second term to complete unfinished business.
